At the height of the depression no one was able to navigate any American city without a collection of Passage Cards to assure an unmolested journey through the treacherous streets.
"Neighborhood associations" and trade guilds carved up the urban landscape. Skirmishes were common. Many brotherhoods and alliances were known to turn a dollar at this time. Now, it has been said that ZONTAR had a vested interest in the Blind Newsboy/Crippled Newsboy struggles. Well, it is true the Master's minions have been at times linked to both sides; however, it must be noted that we have never supported both at the same time and only switched sides when it was expedient.
